Rural community change can negatively affect public safety in surprising ways.

Economic change, population decline and cultural shifts in rural areas can conspire in surprising ways to negatively affect public safety. It is typical for fire departments and emergency medical services to be largely volunteer-based. With local jobs often scarce, many rural residents face long commute times or work multiple jobs, leaving little time to volunteer.
